欧盟CE自愿性证书中不得带有CE标志及“certification”字样

近期，欧盟重申早在2022年6月29日发布的《The ‘Blue Guide’ on the implementation of EU product rules 2022》中有关自愿性证书的相关规定：自愿性证书中不得使用“certification”、“independent third party”等字样，且严禁出现CE标志。

    不受监管的证书，通常由认证机构（非欧盟的公告机构）为某些在欧盟协调法规覆盖下的产品签发，这些证书通常被称为“自愿性证书”，其签发机构不是欧盟的公告机构。这些做法具有误导性，因为只有公告机构才能为协调产品签发合规证书，并且只能在其公告的领域签发。
根据欧盟法律规定，自愿性证书及其他附加证书不是证明合规性的公认方式。因此，在市场监管部门或海关检查时，这类证书不具备合规性证明的价值。

不得将自愿性证书与公告机构在其公告领域内进行的第三方合格评定认证相混淆，因此，自愿性证书不可使用“certification”或“independent third party”等术语或带有CE标志。

只有在对产品进行测试并执行适用的欧盟协调法规规定的合格评定程序后才能加贴CE标志。但自愿性证书不得带有 CE 标志。
